How to start working on CBAM report and excel ?

Having problems figuring out how to create a CBAM report that complies with Annex 1 Table 2 of Commission Implementing Regulation (EU) 2023/1773 and completing the CBAM communication template for installations excel for your clients?

First, lets’ understand the difference between the two excel reports available on the CBAM EU website.

  1. CBAM communication template for installations is meant to help collect production parameters and carbon emissions data from your supply chain required by the EU regulators. (Non-Mandatory)
  2. CBAM Quarterly Report structure is the report format that importer/CBAM declarant needs to report in. (Mandatory)

This means the importer/CBAM declarant could use the CBAM communication template excel to gather required data from their suppliers that they are importing from. Importer/CBAM declarant can then use this data and trade/custom data to fill the CBAM Quarterly Report.

It is important to note that the CBAM calculation methodology may be different from the emission calculation methodology of suppliers which would result in huge difference in Specific Embedded Emissions (SEE) of a good. EU will only accept SEE based on CBAM calculation methodology from 1 January 2025. Thus, it is crucial for your suppliers to

  • familiarize with the CBAM calculation methodology
  • identify the data gaps
  • implement necessary measuring instruments 
  • collect data for CBAM calculation methodology
